Construction (Design and Management) Regulations (CDM) Update

10th November 2014

Following an evaluation of CDM 2007, the Health and Safety Executive (HSE) Board agreed that a significant revision to the Regulations was needed rather than minor amendments. The HSE developed revised regulations based on copy-out of the Temporary or Mobile Construction Sites Directive (TMCSD).

The HSE CDM Regulations Public Consultation closed on 6th June 2014 with the HSE responding to the public consultation in August 2014. The HSE considered that there is a strong case to proceed with the revision to CDM broadly as proposed in the consultative document. The HSE are now proposing to develop an Approved Code of Practice (ACOP) in a reduced form, subject to Board approval and then proceed to gain the relevant Government clearances to allow the draft CDM 2015 Regulations to come into force in April 2015.
