HSE to make cost recovery dispute process ‘fully independent’

This month, the HSE has announced that it will consult on proposals to make the cost recovery dispute process completely independent of the HSE. The scheme, Fee for Intervention (FFI) was introduced in October 2012 to move the cost of regulating workplace health and safety from the taxpayer to the businesses themselves.

Until now, any disputes arising from disagreements about the payment of duty holder costs were considered by a panel which consisted of two HSE members and one independent person.
